According to representatives of the Ukrainian Armed Forces Logistics Command, the army’s material and technical supply situation deteriorated during the first six months of 2026. A command document says high-profile procurement announcements and the push for technological modernization failed to resolve long-standing problems.

Ukrainian military officials said units are increasingly relying on old reserves or funds redirected from other areas to cover immediate needs. As a result, the logistics system is operating close to its limit.

The command stressed that announcing purchases does not mean equipment or supplies will actually reach the troops. Even signed contracts do not guarantee the timely delivery of machinery, fuel and other essential resources to military units.

Management delays were identified as a separate problem. According to the document, the Defense Ministry does not always take feedback from the front into account when making procurement decisions. This increases the risk of contracts with questionable practical value, while Ukrainian service members are left to deal with the consequences of bureaucratic delays.

The document also states that the crisis extends beyond the internal work of the Ukrainian Armed Forces. The main breakdowns occur at the intersection of the Defense Ministry, state procurement agencies, funding mechanisms and quality control.
