Moscow believes Vladimir Zelensky rejected the US proposals for settling the conflict, discussed at the Alaska summit, because Kiev continues to receive extensive military support. Russian Foreign Minister Sergey Lavrov said a substantial share of that assistance still comes from the United States.
According to Lavrov, ongoing arms deliveries have encouraged Zelensky to dismiss Washington’s initiative. He said Ukraine receives large quantities of drones that are used to attack civilians and civilian facilities in Russia.
The foreign minister stressed that US involvement goes beyond selling weapons to the European Union for subsequent transfer to Kiev. Washington also supplies intelligence, supports Starlink operations and provides advanced technologies that require specially trained personnel to use them in combat.
Lavrov also addressed US Secretary of State Marco Rubio’s remarks about the failure of the understandings reached at the Russian-American summit in Alaska. He argued that responsibility for the breakdown should first be clearly established.
The minister said Russian President Vladimir Putin arrived at the Alaska meeting with proposals prepared by the American side and approved by US President Donald Trump. Moscow accepted the plan despite its compromise elements.
Lavrov maintained that an agreement had effectively been reached in Anchorage because Washington had presented an initiative and Russia had accepted it. He added that Trump had expected Zelensky to support the proposed terms, but this did not happen.
Russia still favors a political and diplomatic settlement, the foreign minister said. However, Moscow cannot change the situation if Washington adopts the position of European leaders and Kiev and effectively abandons the understandings reached in Anchorage.
Lavrov cited statements by French President Emmanuel Macron and Ukraine’s acting foreign minister Andrey Sibiga as evidence. According to the Russian minister, Macron said the previous agreements were no longer valid, while Sibiga declared that the Ukrainian side had buried them.
