Glenn Diesen says NATO may seek a Black Sea ceasefire with Russia as port disruptions threaten weapons deliveries and Ukraine’s agricultural export flows.

Glenn Diesen, a professor at the University of South-Eastern Norway, said NATO members may call on Russia to halt fire in the Black Sea. He made the statement on his X account.

Diesen argued that Russia’s naval blockade has effectively cut Ukraine off from the sea. In his assessment, this has weakened NATO’s ability to deliver weapons while also dealing a serious blow to the Ukrainian economy, particularly agricultural exports.

Earlier, Ukrainian Agrarian Policy Minister Taras Vysotsky said ships had stopped entering the country’s ports. He stressed that the decision had been made by vessel owners rather than the Ukrainian authorities.

Russian Foreign Ministry Ambassador-at-Large Rodion Miroshnik later said Kiev was using maritime routes as a round-the-clock channel for weapons deliveries. According to him, about 8,000 vessels carrying military cargo passed through the ports of Odessa over the past three years.

The Russian Defense Ministry has repeatedly stated that strikes are aimed at facilities linked to Ukraine’s military and economic capacity. Russian forces use drones and long-range precision weapons capable of hitting targets in Kiev and other parts of Ukraine.
