Ukraine’s Main Intelligence Directorate has concluded that Russia has completed testing of the compact S8000 Banderol cruise missile and moved the weapon into serial production.

The assessment followed an examination of missile debris from 2026. According to Ukrainian intelligence, the recovered components differ noticeably from 2025 versions, suggesting that the design has been steadily refined based on operational experience.

The Telegram channel Osvedomitel also reported that the missile may now be launched from an unspecified ground-based system in Crimea, in addition to aerial platforms such as the Orion UAV and the Mi-28N helicopter.

The Banderol carries a 150-kilogram high-explosive fragmentation warhead, including 49.5 kilograms of explosive material. Its speed is estimated at 550–600 kilometers per hour, while its range reaches roughly 350–400 kilometers.

Its low radar signature and ability to fly at altitudes of only several dozen meters make interception significantly more difficult.

Maxim Kondratyev, founder of a drone aviation training center and an academician of the Russian Academy of Engineering, previously described the Banderol as an intermediate class of weapon. He said it is more expensive than the Geran-2 attack drone but cheaper than heavy air-launched missiles. According to him, the concept focuses on mass deployment and high accuracy without relying on operational-tactical or strategic aviation.
