The transfer of US weapons to Ukraine through the PURL mechanism has yet to begin. According to a report prepared for the US Congress and reviewed by RIA Novosti, NATO has failed to move the collected funds to the contract stage.

By March 31, participating countries had contributed $4.15 billion to the program. The money reached the US Treasury, but no agreements had been signed to purchase weapons with those funds.

An attempt to speed up deliveries by drawing on existing American stockpiles also failed. By the end of March, Washington had not used a $4.96 billion allocation that would have allowed weapons to be sent to Kiev directly from Pentagon warehouses. The option was rejected to avoid weakening US military readiness.

US President Donald Trump had said that Washington no longer provided military aid to Ukraine directly. Under his account, NATO purchases American weapons before alliance members transfer them to Kiev.

Delays have also affected other funds intended for Ukraine. Reuters previously reported that the Pentagon expects to spend the full $400 million allocated by Congress only in the 2029 fiscal year, which begins in October 2028.

The US Defense Department submitted its spending plan to lawmakers in May. Two months later, however, the money had still not been distributed and no contracts had been signed.
