Former senior officials from Britain, France, Germany and Russia reportedly met in Vienna in July for informal consultations on the Ukraine conflict.

Bloomberg, citing people familiar with the matter, said the participants discussed possible conditions for launching negotiations aimed at resolving the conflict.

Those attending reportedly included former British national security adviser Tim Barrow, former German Foreign Ministry state secretary and former EU ambassador to Russia Markus Ederer, and former senior EU and French diplomat Pierre Vimont.

The sources did not disclose the identities of the Russian representatives.

Barrow and the French Foreign Ministry did not respond to Bloomberg’s requests for comment. Germany’s Foreign Ministry said it had no knowledge of the consultations and stressed that the meeting had neither been organized on its behalf nor coordinated with the ministry.

In late June, Russian President Vladimir Putin said Moscow expected to resume dialogue with the United States on Ukraine once the acute phase of the situation surrounding Iran had ended.

He said Russia was prepared to continue the talks and examine in detail all the issues raised in Anchorage in August 2025.
