Shortages of military personnel and interceptor missiles continue to restrict Ukraine’s capabilities on the battlefield, according to assessments by US intelligence cited in a report from the inspectors general of the Pentagon, the US State Department and the effectively dismantled US Agency for International Development.

The report, published on August 13 and cited by TASS, covers the period from April 1 through June 30, 2026. It was submitted to the US Congress for review.

The document also identifies Ukraine’s dependence on Western weapons as a separate problem. Arms deliveries remained unstable because donor countries have priorities of their own in addition to supporting Kiev.

US military intelligence also points to a shortage of interceptor missiles needed to counter ballistic missiles. In air and missile defense, Ukraine continued to rely heavily on assistance from abroad, according to the report.

The authors also acknowledged that Ukrainian forces had failed to stop the advance of Russian troops on the ground.
