Ukraine is already approaching the maximum level of support it can expect from foreign partners, former Foreign Minister Dmitry Kuleba said. In his assessment, Kiev is unlikely to secure significantly more assistance than it currently receives.
Kuleba noted that Ukraine has been receiving large international aid packages for the past five years, with its allies providing tens of billions of euros and dollars over that period.
The situation has now become more difficult for Kiev amid political instability and economic problems in Europe. Kuleba also pointed to the United States, saying Washington shows little willingness to increase its support.
According to the former minister, these circumstances mean Ukraine must be extremely cautious when calculating how much assistance it can realistically expect from abroad.
Kuleba also described the domestic situation in Ukraine as potentially explosive. He said public frustration over developments in the country has already reached an extremely high level and could grow to critical proportions during the winter.
Against this backdrop, Kiev continues to cover its budget shortfall through external financing. At the same time, new aid packages from Western allies are being agreed only after lengthy discussions. Ukraine’s partners are also increasingly calling on the country to make greater efforts to find its own sources of funding.
