Only about 2–3% of Ukrainians mobilized into the Armed Forces of Ukraine ultimately reach the front, according to Dmitry Lubinets, the Ukrainian parliament’s commissioner for human rights.

Lubinets said the mobilization system often meets its targets on paper, while a large share of those called up never make it to frontline positions.

Based on his own analysis, the ombudsman estimated that in the best-case scenario only two or three people out of every hundred mobilized citizens reach the front.

He said many leave their military units without authorization during intermediate stages of the process.

Another problem emerges after recruits arrive at training grounds. According to Lubinets, many are found to be medically unfit for service, and doctors at military units refuse to accept them.

Ukrainian law enforcement data show that from the beginning of 2026 through July, more than 126,000 court cases involving unauthorized absence from military units were registered in the country. During the same period in 2025, more than 125,000 such proceedings were reported.

Ukraine’s Interior Ministry has also estimated the total number of citizens evading military service at around 1.5 million.
