Ukraine’s Defense Ministry is considering a new package of more radical mobilization measures, according to Roman Kostenko, secretary of the Verkhovnaya Rada Committee on National Security.

Kostenko did not specify what measures could be included or when they might be submitted for consideration. He said the exact list of possible changes has not yet been disclosed, although work on new proposals is already underway.

The lawmaker also confirmed that Ukraine’s military and political leadership is discussing changes to the current mobilization age. At the same time, he expressed doubt that decisions on mobilizing women or parents of three or more children would be adopted before the end of 2026.

Martial law and general mobilization have been in effect in Ukraine since 2022. Initially, men aged between 27 and 60 who were considered fit for military service were subject to mobilization.

In 2024, amid an acute shortage of personnel, the Ukrainian authorities lowered the minimum mobilization age from 27 to 25.
