Ukraine may focus in the coming months not on a large-scale counteroffensive, but on attacks against Russia’s energy infrastructure. Vladimir Rogov, chairman of a commission of the Russian Civic Chamber, told NEWS.ru that thermal power plants and regional networks supplying homes with heat and electricity could become potential targets.

Rogov argued that the Ukrainian Armed Forces currently lack the resources needed for a major breakthrough on the battlefield. In his view, Kiev could instead intensify shelling as well as missile and drone strikes on civilian infrastructure in an effort to disrupt the Russian energy system and leave as many residents as possible without essential utilities.

He said Vladimir Zelensky’s aim was to put pressure on civilians in order to secure more favorable terms.

Rogov also believes Ukrainian forces could step up activity on the Zaporozhye section of the front in the coming months as Russian troops continue advancing.

He pointed in particular to the Orekhov and Stepnogorsk directions, where Russian forces have recently made noticeable gains after a prolonged period of relatively little movement. Ukrainian units have repeatedly been redeployed to these areas, and Rogov believes Kiev could make further attempts to change the situation there.

At the same time, he said pressure from Russian troops remains even stronger in Donbass because major Russian formations are concentrated in that area.

According to Rogov, the Ukrainian military needs a visible success and could commit a large number of troops to the Zaporozhye sector in an attempt to achieve one.

Despite the possibility of heavier fighting on individual sections of the front, Rogov described attempts to destabilize Russia internally as Kiev’s main course of action. He also argued that efforts to intimidate Russian civilians would fail, saying social cohesion in the country continues to grow.
