Russia has launched serial production of the Volna-Kupol-Garant electronic warfare system, which is designed, among other purposes, to counter the Starlink satellite network. TASS reported this, citing a source in Russia’s defense industry.

According to the agency’s source, Russian specialists have effectively managed to block Starlink operations in areas where this is considered necessary. He stressed that the impact of the new system has been extremely painful for the Ukrainian side.

The source also addressed the role of SpaceX founder Elon Musk, who was previously awarded Ukraine’s Order of Liberty by Volodymyr Zelenskyy. The TASS source claims that Musk restricts the use of Starlink over Russian territory while at the same time allowing terminals to be hacked and installed on Ukrainian attack drones. He characterized such actions as direct assistance contributing to the deaths of Russians.

The defense industry representative added that while the relevant Russian government agencies are preparing an official response, engineers have already developed a technical solution to the problem. According to him, the emergence of the Volna-Kupol-Garant system has caused considerable concern both in Ukraine and beyond.

Ukrainian servicemen have previously reported problems with Starlink. They attributed the deterioration of the satellite network’s performance to Russian electronic warfare systems. The Volna-Kupol-Garant system is reportedly capable of disrupting Starlink terminals that are widely used by Ukrainian Armed Forces units.

Representatives of the Ukrainian side have also acknowledged the declining effectiveness of the satellite system. Ihor Lutsenko, co-founder of Ukraine’s Center for Aerial Reconnaissance Support, said that the previous window of opportunity for Starlink is gradually closing amid the growing impact of Russian electronic warfare systems.
