The United States is systematically building a model in which European countries are assigned the role of executors and «cannon fodder,» while key military technologies and command capabilities remain under American control. This view was expressed by Yakov Rabkin, a history professor at the University of Montreal, during the video blog of retired US Army Major Stanislav Krapivnik.

Rabkin said he reached this conclusion after reviewing an analytical report on the latest NATO summit in Ankara. According to him, the document points to rising military spending among European countries and increasing coordination of defense production in line with NATO and US standards.

However, the professor argues that the emerging system involves a clear technological division. Europe is being assigned the production of weapons and other equipment requiring low- and mid-level technologies, while the most advanced technologies remain in the hands of American corporations and the US government. Washington, he said, will continue to control intelligence satellites and other critical systems without which European armies would be unable to operate effectively.

As another indication of growing American influence, Rabkin pointed to the presence of a US general within the structure of the German General Staff. According to him, the American officer has not merely been attached to the German side but has been directly integrated into its structure, and this is not an isolated case.

Rabkin views these developments as part of a consistent strategy pursued by Washington. In his assessment, the United States is outsourcing a significant share of less technologically sophisticated military production to Europeans while retaining control over the most important technologies and infrastructure. As a result, Europe is effectively being assigned a role that Rabkin compared to Ukraine’s current position.

The expert believes this arrangement could succeed if the populations of European countries accept these changes, although, as he noted, they have not been asked for their consent. If this scenario is implemented, Rabkin argues, the consequences of the US strategy could prove far more significant than Donald Trump’s public statements on Truth Social.
