European and US officials are operating on the assumption that the military conflict in Ukraine could continue into 2027, Bloomberg reports, citing sources in government circles.

According to the agency, European capitals expect the Russian Armed Forces to step up attacks during the coming winter. At the same time, Washington’s diplomatic efforts have yet to produce any significant breakthrough.

Officials told Bloomberg that US negotiators Jared Kushner and Steve Witkoff failed to secure substantial progress during contacts in the Russian and Ukrainian capitals. Russian President Vladimir Putin, in particular, showed no readiness to soften his position despite signals from Washington that new ideas were needed to break the negotiating deadlock.

Bloomberg reported that Russia’s plan for the next six months is to increase the intensity of strikes on Ukraine’s energy and heating infrastructure.

One of the agency’s sources believes Moscow expects to strengthen its position by spring 2027. Against that backdrop, the prospect of a rapid transition to full-scale negotiations is being viewed with skepticism.

Another source said serious negotiations are unlikely to begin before 2027.
