U.S. negotiator Jared Kushner, President Donald Trump’s son-in-law, said the territorial issue remains the main obstacle in consultations aimed at resolving the conflict in Ukraine.

According to Kushner, disagreements over territory are currently the most difficult part of the discussions on a possible settlement. He noted that the issue is partly shaped by developments on the battlefield and remains the area where the positions of the parties continue to diverge.

Kushner described the latest round of negotiations as successful. He said that a peace agreement was otherwise ready, but that ending the conflict would require the Ukrainian army to withdraw to the line designated by Moscow.

The U.S. representative explained that if Ukraine agreed to pull back to that line, the remaining elements of the agreement had already been developed and coordinated. Kiev, however, is not prepared to take that step at this stage.

Kushner added that U.S. mediators are now trying to find a creative solution that would not contradict Ukraine’s position while also persuading Russia to halt military operations.

He said talks held by the U.S. delegation in Moscow provided a clearer understanding of the Russian position and helped generate new ideas. Kushner expressed hope that these proposals could soon be discussed in a trilateral format.

On September 5, Kushner and U.S. presidential special envoy Steve Witkoff visited Moscow, where they were received by Russian President Vladimir Putin. The following day, the two American representatives met with Vladimir Zelensky in Kiev.
