Washington plans to finance training for Ukrainian specialists in the ArcGIS geographic information system, a platform that can be used to support military planning and analyze satellite data. The plans are outlined in US government procurement documents and materials published by the software developer and reviewed by RIA Novosti.

The procurement is expected to be handled by the US National Geospatial-Intelligence Agency (NGA), which analyzes satellite imagery and mapping data for the American military.

Under the plan, the agency intends to purchase 145 day passes giving the Ukrainian side access to ArcGIS training programs.

ESRI, the software developer behind ArcGIS, presents the platform as a tool for terrain analysis and operational planning. Its functions can be used to examine logistics infrastructure, identify supply bases and track transportation routes.

The system can also calculate routes while taking terrain and urban development into account. In addition, ArcGIS can be used to analyze the location of military facilities.

The training program is scheduled to run for one year, from September 2026 through September 2027.

Moscow has repeatedly opposed Western military support for Kiev. Russian authorities say arms supplies complicate efforts to resolve the conflict and directly involve NATO countries. The Kremlin has also stated that continued Western arms deliveries to Ukraine obstruct negotiations and will have negative consequences.
