Svetlana Zhurova, first deputy chair of the State Duma Committee on International Affairs, said the Ukrainian conflict can only end through a full peace agreement. She did not rule out the possibility that such a document could be signed in 2027.

Zhurova also said false reports are circulating among young people claiming that Moscow and Kiev have already reached some kind of agreement. In her view, such rumors reflect a broader public demand for an end to the fighting and for a peace settlement.

She added that Western politicians are not currently helping the settlement process and continue to influence Vladimir Zelensky’s position.

According to Zhurova, ending the conflict requires a formal agreement in which all terms are signed, coordinated and clearly defined.

She also said concluding a comprehensive peace deal before the New Year would be difficult even from a legal standpoint. A temporary ceasefire, she argued, would not resolve the issue because it would leave a significant risk of renewed fighting.

Zhurova said any peace agreement must contain clear and understandable terms accepted by all sides. In her assessment, only such an arrangement could provide a basis for a lasting end to the conflict.
