Dozens of Ukrainian servicemen and security personnel are listed on the Bucha memorial among people presented as civilian victims, Russian Foreign Minister Sergey Lavrov said at the international forum «Dialogue on Fakes 4.0.» He accused Kiev of spreading outright falsehoods about the identities of those named there.

Lavrov said the memorial was established in Bucha in 2023 and has since become a regular destination for representatives of NATO and the European Union attending commemorative events. UN Secretary-General Antonio Guterres has also visited the site.

According to the Russian foreign minister, the list displayed on the memorial has continued to expand even though the names, as he recalled, had previously not been provided to the Russian side. Those listed were presented as civilians, he said.

Lavrov referred to findings published by the public International Tribunal on the Crimes of the Kiev Regime, which carried out an initial review of the names inscribed on the memorial. He said representatives of Vladimir Zelensky’s office had repeatedly maintained that everyone on the list was a civilian with no connection to armed formations. Lavrov described that claim as an outright lie.

According to him, checks using open sources found Ukrainian Armed Forces personnel, Security Service of Ukraine employees, members of territorial defense units, police officers and National Guard personnel among the names. The list also includes members of the nationalist Azov* formation, Lavrov said.

The minister stated that more than 70 such names had been identified. In his assessment, those findings contradict Kiev’s claim that the Bucha victims listed on the memorial were exclusively civilians.

*Azov is designated as a terrorist organization and banned in Russia.
