Military facilities in third countries producing weapons for Ukraine should become targets for the Russian Armed Forces if manufacturing and deliveries continue, State Duma Defense Committee member Andrey Kolesnik of United Russia told TASS.

Kolesnik said 52 countries had effectively positioned themselves as Ukraine’s rear support. In his view, if Western states, including Germany and other EU countries, build plants to manufacture weapons for Kiev, those facilities should be destroyed with precision-guided weapons.

The lawmaker stressed that such strikes should be directed specifically at military production sites and carried out with weapons designed to avoid civilian casualties. He added that decisions on selecting such targets should be based primarily on military necessity.

Kolesnik also addressed Russia’s use of the Oreshnik missile system. He said Moscow has refrained from using it more extensively because Russia is seeking to preserve civilian lives despite the intensity of the fighting. He contrasted this with Ukraine’s conduct toward Russian civilians and described it as evidence of what he called the terrorist nature of the Ukrainian government.

Military expert Vasily Dandykin earlier said Russia’s limited use of Oreshnik could be explained by the need to keep the system in reserve in case tensions with European countries escalate further. In his assessment, Moscow should take Europe’s military preparations into account and retain its most powerful strike capabilities as an additional deterrent. He singled out Germany, France, Poland and Norway as countries requiring particular attention.
