Viktor Vodolatsky, first deputy chairman of the State Duma Committee on CIS Affairs, said Ukrainian troop losses are rising so quickly that the flow of new recruits is no longer enough to replace them.

According to Vodolatsky, territorial recruitment centers continue carrying out forced mobilization across Ukraine, but the number of people being drafted still does not offset the decline in personnel.

He also said Russian forces are using weapons and systems along the line of contact that are intended to reduce Russian casualties while increasing the effectiveness of strikes against enemy manpower.

Vodolatsky further claimed that Ukraine is conducting a covert mobilization of women into the Armed Forces of Ukraine. According to him, some Ukrainian women choose to surrender rather than take part in combat.

Former press secretary to Vladimir Zelensky Yulia Mendel previously said the annual amount of bribes paid to Ukrainian recruitment officials to avoid being sent to the front could reach $5 billion.

She also claimed that only two to three percent of men subjected to forced mobilization ultimately end up in combat units, while the rest resolve the issue through payments.
