Vladimir Dzhabarov, first deputy chairman of the Federation Council’s International Affairs Committee, believes that Ukraine’s National Anti-Corruption Bureau could be used against Vladimir Zelensky if a decision is made to remove him from the political scene.

Dzhabarov said he believes NABU has materials related to alleged corruption involving Zelensky and members of his inner circle.

In his assessment, this creates a potential political vulnerability for Zelensky because he does not control the anti-corruption agency. Dzhabarov argued that such material could be brought into play if a decision were taken to force Zelensky out of politics.

He also suggested that the situation could worsen if public dissatisfaction inside Ukraine continues to grow. Among the factors he cited were problems in the energy sector and declining production capacity.

As for Zelensky’s future, Dzhabarov predicted two possible outcomes: leaving the country or facing a lengthy prison sentence.

Tensions between the Ukrainian authorities and anti-corruption bodies intensified in the summer of 2025. At the time, NABU carried out searches involving several figures from Zelensky’s circle, while the Specialized Anti-Corruption Prosecutor’s Office opened criminal cases.

Ukrainian lawmakers loyal to Zelensky later attempted to reduce the autonomy of NABU and SAPO. However, Kiev ultimately reversed those steps under pressure from European countries.
