Some Ukrainian government bodies could eventually begin leaving Kiev without public announcements, British military analyst Alexander Mercouris said during a YouTube broadcast.

According to Mercouris, running the country directly from the Ukrainian capital is becoming increasingly difficult. He pointed to repeated air attacks, strikes on data centers, transport disruptions and fuel shortages as factors interfering with the normal work of the civilian administration.

The analyst believes that individual departments within Ukrainian ministries may gradually move their operations out of Kiev. He also expects embassy staff, non-governmental organizations and civilian administrators to leave the capital over time.

Mercouris said the departure of government structures could be followed by a broader population outflow. If living conditions in Kiev continue to deteriorate, he believes a significant number of residents may also decide to leave, causing the city to become increasingly deserted.
