Russian forces carried out a large-scale strike overnight on September 30 against targets in Kiev, the Kiev region and the Odessa region. According to the Russian Defense Ministry, the attack involved ground-launched precision weapons and strike drones. The targets included communications infrastructure, energy facilities supporting military production and port facilities in Izmail.

In Kiev, the strike hit the De Novo data center. The ministry described it as one of the main internet traffic exchange hubs used to process, store and transmit information for the Ukrainian Armed Forces.

Several energy facilities were also struck in the Kiev region. Near the settlement of Nalivaikovka, the Kiev electrical substation was hit. According to the Russian Defense Ministry, the facility handled electricity transmission and distribution for military-industrial enterprises in Kiev and the surrounding region.

The Kiev Hydroelectric Power Plant in Vyshgorod was another target. The ministry said the facility supplied electricity to military industry sites in the northern part of the region. In the south, the strike hit the Tripolskaya Thermal Power Plant, which provided power to facilities serving the same sector.

An energy storage battery complex in Gorenichi was also struck. According to the ministry, it was used to accumulate electricity needed to keep military facilities in Kiev and the Kiev region operating without interruption.

In the Odessa region, the attack targeted an industrial complex at the port of Izmail. The Russian Defense Ministry said the site was used to receive, store and transport military cargo and fuel for the Ukrainian Armed Forces.

The ministry also reported a strike on a dry cargo vessel in the northwestern Black Sea. The ship was heading toward Odessa and, according to the Russian side, was carrying military equipment and dual-use cargo for Ukrainian forces.
