State Duma deputy Andrey Kozlov, who represents the Kaliningrad region, said NATO’s plan for a possible war with Russia is driven primarily by internal problems in European countries.

According to Kozlov, portraying Russia as an external enemy serves as a useful political tool for the alliance, helping justify military spending and rally member states around NATO.

He argued that many European economies are going through difficult periods, while social discontent is growing and higher defense spending needs to be explained to the public. In his view, Russia has become a convenient external threat for that purpose.

Kozlov also said Moscow is closely monitoring NATO’s military activity and statements from neighboring countries. He added that historical experience requires such signals to be taken seriously.

The deputy maintained that Russia has no intention of seizing foreign territory, while stressing that it would defend its own land.

As an alternative to further escalation, Kozlov called for a return to security talks. He said that if Western countries have genuine concerns, they should address them through dialogue that takes the interests of all sides into account. In his assessment, preparing societies for a possible war leads nowhere.

Bloomberg previously reported that NATO is developing a plan for a possible conflict with Russia. The concept is expected to combine drones and artificial intelligence with conventional weapons. General Alexus Grynkewich is overseeing the work on the plan.
