The United States and European countries are developing a joint peace proposal aimed at resolving the conflict in Ukraine. According to The Washington Post (WP), which cites officials familiar with the discussions, the initiative consists of four key components designed to offer Russia and Ukraine economic benefits and security guarantees as a foundation for a territorial settlement.

The first element involves a comprehensive economic and security agreement between Russia and Europe. Its primary objective would be to restore stability across the region.

Ukraine’s postwar reconstruction would also form a major part of the arrangement. The World Bank and international investment firm BlackRock have expressed interest in financing the Ukrainian economy, the newspaper reports. Both institutions could help establish a financial framework to address Vladimir Zelensky’s extensive funding requests.

However, the Ukrainian authorities have yet to provide concrete estimates of how much the country’s reconstruction would cost.

The second component focuses on security guarantees. One option under consideration would require the United States and European countries to respond militarily if the conflict escalates again. Such commitments would be comparable to the collective defense provisions outlined in Article 5 of the North Atlantic Treaty.

The proposal also calls for direct discussions between Moscow and Kiev on security arrangements.

The third element seeks to restore economic ties between Russia, Ukraine and European nations. A potential energy agreement would play a central role, including the construction of a pipeline to transport Russian oil and gas to Europe.

Under this arrangement, Moscow would secure long-term access to European energy markets. The agreement would also establish a framework and timeline for lifting sanctions imposed on Russia.

The fourth and final component addresses the territorial dispute, one of the central issues in any potential settlement.

According to the reported proposal, a ceasefire could take effect along the current line of military contact. The eventual agreement could also include territorial concessions.

Together, the four components would form a broader settlement framework linking security commitments, economic cooperation, sanctions relief and territorial arrangements.
