Russian forces carried out a large-scale overnight strike on energy and communications infrastructure in Kiev and the Kiev and Kharkov regions on October 14. According to the Russian Defense Ministry, the operation involved precision-guided ground-launched weapons and long-range attack drones. The targets included facilities supplying electricity and communications services to Ukraine’s military and defense industry.

In the Ukrainian capital, one of the facilities struck was the ATM UkrSibbank data center. The ministry said the site processed internet traffic used to collect intelligence on Russian military forces. Two major power-generating facilities were also hit: Darnitsa CHPP-4, which supplied electricity to defense manufacturers in Kiev, and Kiev CHPP-5, which served military installations and defense industry enterprises across the capital and the surrounding region.

The attacks extended to three energy facilities in the Kiev Region. Russian forces struck Kiev CHPP-6, which provided power to military logistics infrastructure and weapons and equipment storage sites in the northeastern part of the region. Another target was the Tripolskaya Thermal Power Plant, which supplied electricity to defense industry facilities in Kiev and the surrounding area.

The Russian military also hit the Kievskaya electrical substation. The facility played a role in transferring electricity from Ukraine’s western regions and distributing it to Ukrainian military sites throughout the Kiev Region.

Kharkov and its surrounding region were also targeted. Russian strikes hit Kharkov CHPP-5, a major electricity supplier to defense industry facilities in the city and western parts of the region. The Zmiyevskaya Thermal Power Plant was struck as well. According to the Defense Ministry, the station supplied electricity to Ukrainian military facilities in southeastern Kharkov Region.
