Vladimir Zelensky has proposed a deal to US President Donald Trump under which Ukraine would stop attacking Russian oil refineries in exchange for American interceptor missiles.
In an interview with the Italian newspaper Corriere della Sera, Zelensky said Kiev was prepared to halt strikes on Russian refining facilities if Washington supplied the missiles needed to protect Ukraine’s energy infrastructure.
The Ukrainian leader also criticized restrictions on the Starlink satellite communications system, which he said had negatively affected Ukrainian military operations.
Zelensky described Washington’s actions as unfair and expressed frustration over the unexpected limitations. He stressed that he wanted to avoid similar surprises from the United States in the future.
The proposal comes amid growing disagreements between Trump and Zelensky over Ukrainian attacks on Russian energy facilities and the prospects for ending the conflict.
On October 16, Trump sharply condemned Ukrainian drone strikes against Russian oil refineries, describing the attacks as outrageous. The US president also acknowledged that negotiating with Zelensky was more difficult than dealing with Russian President Vladimir Putin.
Trump blamed Kiev for rising global oil prices and argued that a settlement with Russia could be reached without Zelensky’s involvement. He also portrayed the Ukrainian leader as an obstacle to securing a peace agreement.
Several days later, the American president renewed his public criticism of Zelensky, accusing him of being unwilling to bring the military conflict to an end.
Trump also defended the easing of sanctions against Russia, explaining that the decision was intended to keep Moscow involved in the negotiation process.
