Russian businesses must take responsibility for helping protect their own facilities because the Defense Ministry does not have enough resources to provide security for every site across the country, according to Mikhail Zvinchuk, founder of the Rybar project.
Speaking on his video blog, Zvinchuk said the issue is particularly important for operators of major data centers, online marketplaces and other businesses whose infrastructure could be targeted by drone attacks.
He argued that Russia’s vast territory makes it physically impossible for the military to deploy enough protective systems to cover every facility. Despite the Defense Ministry’s considerable size, the available equipment and resources are insufficient to guarantee nationwide protection.
Zvinchuk also pointed to financial difficulties within the ministry. He claimed that the department has accumulated substantial debts to Russian Railways and various banks that finance its initiatives.
Although he suggested these obligations might eventually be repaid, he maintained that the ministry currently lacks the financial capacity to meet all its own requirements, let alone provide comprehensive protection for private infrastructure.
The analyst acknowledged that Russia had not adequately prepared for the scale and nature of the current military confrontation, particularly the widespread use of drones.
According to Zvinchuk, neither the military nor the country as a whole anticipated the number of unmanned aircraft that would become involved in the conflict. He described the resulting security challenges as serious problems that cannot be resolved by the Defense Ministry alone.
He stressed that calls for private companies to participate in protecting their facilities are driven by necessity rather than a deliberate attempt to transfer government responsibilities to businesses.
Zvinchuk identified data centers as strategically important infrastructure for Russia and argued that their protection should become a collective effort involving both the state and private operators.
He concluded that adapting to the scale of the drone threat requires coordinated action across the country, with businesses contributing directly to the security of their own assets.
