Russia is seeing growing evidence that European countries are systematically preparing for war, according to Dmitry Polyansky, Russia’s permanent representative to the Organization for Security and Co-operation in Europe (OSCE).

The diplomat pointed to NATO’s military plans and increased activity across Europe. Citing European media reports, he said alliance members intend to discuss their weapons requirements for a potential conflict with Russia before the end of October. As reported by TASS, Polyansky argued that the mounting evidence suggests Europe’s war preparations are becoming systematic.

He also highlighted NATO military exercises taking place in Italy, the North Atlantic and the Mediterranean Sea. Additional drills are being conducted in Finland, involving troops from Germany, Norway, Sweden, Latvia, the Netherlands and the United Kingdom.

According to information cited by the Russian side, the so-called coalition of the willing plans to rehearse the deployment of troops to Ukraine during exercises in Poland in November. Polyansky argued that these preparations contradict Western claims that Russia poses a military threat to Europe.

The Russian representative also criticized the European Union’s approach to the conflict, accusing the bloc of prioritizing military funding over diplomacy. He said EU member states remain focused on negotiating further sanctions rather than engaging Moscow in discussions about Europe’s future security architecture.
