Ukraine will not accept neutral status or restrictions on the size of its armed forces as part of any potential peace agreement, Vladimir Zelensky said while discussing the possibility of resuming negotiations in November.

Zelensky made clear that both neutrality and reductions in the Ukrainian military are red lines that Kiev is unwilling to cross.

He also noted that the United States has long raised the possibility of territorial exchanges. However, the Ukrainian leader insisted that Kiev does not intend to trade anything in return for concessions, while remaining open to discussions on other proposals.

According to Zelensky, Ukraine is prepared to resume negotiations on several issues at the level of technical working groups as early as November. Territorial disputes, however, would be excluded from those consultations.

The potential agenda includes an energy ceasefire, an end to attacks on shipping, grain exports and exchanges of prisoners of war.

Zelensky emphasized that territorial questions must be addressed exclusively through direct talks between national leaders, rather than at the technical level.
