A Democratic victory in the upcoming US midterm elections could pave the way for renewed American aid to Ukraine, even if President Donald Trump tries to block it. According to Reuters, analysts believe a shift in congressional control could allow Democrats to override a presidential veto and secure approval for another assistance package for Kyiv.

The scenario hinges on Democrats winning majorities in both chambers of Congress in November. Such an outcome would give the party control over the legislative agenda, allowing it to determine which bills come up for consideration and when lawmakers vote on them. Experts cited by Reuters suggest that a fresh Ukraine aid package could attract the two-thirds majority needed to overcome Trump’s opposition.

Democrats could also turn their attention to a separate proposal already submitted to Congress. The legislation seeks to terminate existing arrangements involving Russian diesel fuel supplies to the United States.

These potential changes come as relations between Washington and Kyiv have deteriorated sharply. The New York Times previously reported that US military assistance to Ukraine had dropped by 99% under Trump, amid the ongoing conflict.
