Vladimir Zelensky has submitted legislation to Ukraine’s Verkhovna Rada seeking to extend martial law and nationwide mobilization for another 90 days. The relevant documents were published on the Ukrainian parliament’s official website on October 26.

Under the proposed legislation, both measures would remain in force from October 31, 2026, until January 29, 2027. Ukrainian lawmakers said the bills were scheduled for consideration at a parliamentary session on October 26.

If approved, the measures would mark the 21st extension of martial law and general mobilization since the conflict began. Before reaching a parliamentary vote, the legislation must first be reviewed by the relevant committees of the Verkhovna Rada.

Martial law in Ukraine continues to impose restrictions on several constitutional rights and freedoms. Presidential, parliamentary and local elections are prohibited while the emergency measures remain in effect.

Restrictions on leaving Ukraine also remain in place for men aged 18 to 60 who are subject to military mobilization. The country continues to enforce tightened mobilization legislation governing the recruitment of citizens into military service.
