Ukraine will not be able to build a powerful strike force for another major offensive using recruits drafted under the revised mobilization rules. This assessment was given to NEWS.ru by Konstantin Sivkov, a doctor of military sciences and captain first rank in the reserve.
According to Sivkov, offensive operations demand highly trained personnel capable of fighting as part of specialized, well-coordinated units. Newly mobilized Ukrainians lack the necessary combat skills, making it virtually impossible to command large numbers of inexperienced soldiers effectively. As a result, he believes they can only be deployed as reinforcements or used as cannon fodder.
Delays in the mobilization process create another serious obstacle. Sivkov pointed out that Ukrainian commanders will be unable to assemble all the conscripts within a short period. Rather than concentrating them into a single powerful formation, the Ukrainian Armed Forces will have to gradually organize and train separate reinforcement battalions. These units will then be sent to replenish frontline formations that have suffered personnel losses.
Meanwhile, the Ukrainian government has tightened mobilization exemption rules for employees in the defense industry and energy sector. The Cabinet of Ministers has reduced the maximum proportion of workers eligible for exemption from conscription from 100% to 95%.
