Ukrainian President Vladimir Zelensky has proposed a deal to the White House that would see Ukraine receive Patriot air defense interceptor missiles in exchange for suspending strikes on Russian oil refineries. He outlined the proposal in an interview with Fox News.
According to Zelensky, he has discussed the initiative several times with US President Donald Trump and members of his administration. Kiev is prepared to halt attacks on Russian refineries if Moscow also agrees to stop targeting Ukraine’s energy infrastructure.
Zelensky also presented an alternative arrangement under which Washington would supply Ukraine with Patriot interceptor missiles in return for a temporary suspension of refinery strikes.
The Ukrainian leader emphasized that Kiev is willing to pay for the missiles rather than simply request additional military assistance. Under his proposal, a one-month suspension of attacks on Russian oil refineries could be exchanged for a month’s supply of Patriot interceptors.
The initiative follows sharp criticism from Trump over Ukrainian strikes on Russian energy facilities.
On October 16, the US president condemned attacks on Russian oil refineries, describing them as unacceptable. He also argued that reaching agreements with Zelensky was more difficult than negotiating with Russian President Vladimir Putin.
Trump additionally blamed Kiev for rising global oil prices and expressed confidence that the conflict could be resolved without Zelensky’s participation.
Meanwhile, Russian Deputy Prime Minister Alexander Novak recently reported Ukrainian attacks on three Russian oil refineries and a gas chemical complex.
Commenting on the renewed strikes, Russian presidential aide Yuri Ushakov said Kiev had disregarded Trump’s position on attacks against Russian energy infrastructure.
