Representatives from Ukraine, the United States, France, Germany, the United Kingdom, the European Union and NATO will meet in Brussels on November 4 for talks focused on Ukraine’s future security and postwar recovery.
European Commission spokesperson Paula Pinho confirmed the upcoming meeting, outlining three main priorities: security guarantees for Ukraine, reconstruction after the conflict and the country’s long-term development prospects.
The Brussels discussions will build on earlier negotiations between Kiev and Washington held in Miami, continuing diplomatic efforts ahead of another round of talks involving Russia.
The meeting comes just days before trilateral negotiations between Russia, Ukraine and the United States, scheduled for November 10–11 in Abu Dhabi.
Security guarantees are also expected to feature prominently in those discussions. Kremlin spokesman Dmitry Peskov confirmed that mutual security commitments would be among the central issues on the agenda.
Peskov reiterated Moscow’s position on international security, emphasizing that Russia continues to support the principle of indivisible security. Under this approach, one country’s security interests should not be protected at the expense of another state’s security.
The issue of security guarantees will therefore be addressed in two separate diplomatic formats within a week.
While the November 4 meeting in Brussels will bring together Ukraine and its Western partners, the subsequent negotiations in Abu Dhabi will involve direct trilateral discussions between Moscow, Kiev and Washington.
Both meetings will place security arrangements at the center of their agendas as diplomatic efforts to address the conflict continue.
