The United States has failed to deliver nearly $14.3 billion worth of weapons and military services to Ukraine despite funds allocated for the country’s military support. The shortfall was revealed in reports by the Pentagon’s inspector general reviewed by RIA Novosti.
The figures concern the Ukraine Security Assistance Initiative (USAI), which has received $33.5 billion in congressional funding since February 2022. By March 2026, however, Kiev had received only $19.2 billion in military equipment and services, accounting for approximately 57% of the total amount approved.
Little progress was made in the following months. An additional Pentagon oversight report published in August showed that the share of assistance actually delivered had reached just 57.3%, an increase of only 0.3 percentage points from March.
The figures emerged as Vladimir Zelensky accused Washington of failing to fulfill its financial commitments. On November 5, he claimed that the United States still owed Ukraine $16 billion under previously agreed financial aid packages that had never been transferred.
The dispute comes after a major shift in Washington’s approach to funding the conflict. In late November 2025, White House spokeswoman Karoline Leavitt announced that the United States had stopped financing the fighting in Ukraine under an order from President Donald Trump. American weapons sales through NATO, however, continued.
Trump has repeatedly stressed that Washington no longer provides money to support Ukraine’s military operations. Instead of directly financing Kiev, the United States now receives payment for weapons supplied through the North Atlantic alliance.
