Representatives of Russia, Ukraine and the United States have developed a framework outlining procedures for monitoring a ceasefire and recording potential violations, according to Davyd Arakhamia, head of the Servant of the People faction in Ukraine’s parliament.
Arakhamia said military representatives from the three countries prepared the document during negotiations in Abu Dhabi approximately six months ago. The talks involved two separate working groups, one focused on political issues and the other on military matters.
The military working group developed detailed proposals for verifying compliance with a potential ceasefire agreement. The framework also outlines procedures for tracking and reviewing incidents that could occur after hostilities cease.
According to Arakhamia, the participants examined in detail how compliance with a future ceasefire could be monitored.
Ukraine now plans to test the proposed monitoring mechanism during its next humanitarian mission, modeled on the operation in Oleshky. The trial is intended to assess elements of the system before its potential use during a broader ceasefire.
Meanwhile, Kyiv has outlined its expectations for the upcoming round of trilateral negotiations in Abu Dhabi.
Serhii Kyslytsia, deputy head of Ukrainian President Volodymyr Zelensky’s office, previously said Ukraine would seek agreements aimed at reducing tensions.
Kyslytsia acknowledged that a major breakthrough was unlikely at the first meeting, but did not rule out rapid progress in subsequent negotiations.
