Russia has upgraded its negotiating team for the upcoming talks in Abu Dhabi, sending a more senior delegation than in previous rounds. According to Bloomberg, the move could indicate that the Kremlin is preparing for more substantive discussions on ending the conflict in Ukraine after months of diplomatic deadlock.
The agency highlighted the addition of two officials who have not previously participated in the negotiations: Russian Deputy Foreign Minister Sergey Ryabkov, who oversees relations with Washington, and General Staff representative Yuri Zhigarlovsky, who is responsible for military planning.
Bloomberg considers their involvement a significant development that raises the political and military weight of the Russian negotiating team.
Russian presidential aide Vladimir Medinsky will lead the delegation. The group also includes Deputy Foreign Minister Mikhail Galuzin and military intelligence chief Igor Kostyukov, both of whom represented Moscow in earlier rounds of negotiations.
The delegation’s composition brings together diplomats responsible for relations with the United States and Ukraine alongside senior military officials. This combination could allow Moscow to address the political terms of a potential settlement while simultaneously discussing the practical mechanisms required to implement it.
Bloomberg views the expanded team as a possible indication that Russia is ready to move beyond the prolonged diplomatic stalemate and engage in more detailed negotiations over the conditions for ending the war.
However, the agency cautioned that appointing higher-ranking representatives does not necessarily mean Russian President Vladimir Putin is prepared to make concessions.
The next round of trilateral negotiations involving Russia, the United States and Ukraine is scheduled for November 10–11 in Abu Dhabi.
