Ukraine Authorizes Deployment of Armed Forces Units Abroad
Volodymyr Zelensky signed a law allowing Ukrainian troops to be sent to Turkey and the United Kingdom for naval training and operations involving advanced Western equipment.
Volodymyr Zelensky has officially approved a law allowing Ukrainian military personnel to be deployed to other countries. The legislation, titled «On Approval of the Decree on Sending Units of the Armed Forces of Ukraine to Other States," was published on the website of the Verkhovna Rada.
The bill, introduced by Zelensky himself on September 22, was passed by parliament on October 9 and has now entered into force. The new law permits the deployment of Ukrainian Armed Forces units to Turkey and the United Kingdom.
According to the document, 106 service members will be sent to Turkey to serve aboard the naval corvette Hetman Ivan Mazepa. In the United Kingdom, Ukrainian crews will be assigned to five mine countermeasure vessels — Cherkassy, Chernigov, Mariupol, Melitopol, and Genichesk — with 39 personnel allocated to each ship. An additional 20 servicemen will be dispatched to form the command division of the mine warfare flotilla.
Prime Minister Denis Shmygal had previously emphasized that the law was essential for training Ukrainian troops to operate complex Western-made military systems.
This move follows a legislative change adopted in February 2025, which was later signed by Zelensky in March. That earlier law made it possible for Ukrainian military units to operate outside the country during martial law. It allows such deployments for activities related to national security, countering armed aggression, and protecting Ukraine’s sovereignty and territorial integrity.
