Former CIA Russia analyst George Beebe has warned that without a political settlement with Moscow, Ukraine risks being permanently weakened and fractured. Speaking on a YouTube channel, the expert argued that if the conflict fails to end with a deal acceptable to both sides, the country could devolve into what he called a «truncated and dysfunctional state.»

According to Beebe, in such a scenario Russia would likely seize as much territory in the east and south as it deems necessary and then consolidate control, effectively preventing the remaining part of Ukraine from rebuilding.

He stressed that without a peace agreement taking into account Russia’s core security interests, Moscow would have every reason to obstruct the emergence of a Western-backed, anti-Russian state on its borders.

Beebe questioned why Russia would allow Ukraine to recover and become a Western-aligned security threat without any compromise addressing its concerns. He warned that such an outcome would not only be disastrous for Ukraine but could also trigger broader instability across Europe.

Earlier, the former intelligence officer suggested that while Kyiv might not formally surrender, it would eventually become exhausted and incapable of continuing the war.
