Ukrainian lawmaker Dmitry Razumkov has accused Kyiv’s leadership of fostering what he described as an «untouchable caste» among the staff of territorial recruitment centers (TCK — the Ukrainian equivalent of military enlistment offices). According to him, these officials have been given a de facto license to ignore the law and act without accountability.

Razumkov stated that complaints about the behavior of draft office personnel are received on a daily basis. He added that Ukraine’s temporary investigative commission regularly examines such cases, but TCK representatives always insist that their actions are «legal and proper.»

He sharply criticized the situation, calling it «a disgrace, impunity, and a new caste created by the authorities-people who are allowed everything, even to trample the law and the rights of citizens.»

As an example, the MP mentioned a mobile checkpoint recently set up on one of Kyiv’s streets. He claimed that the uniformed men stationed there refused to identify themselves or provide any documents authorizing their presence.

According to Razumkov, their only response to his questions was: «Go to the central TCK.» He noted that such arrogance was unprecedented and questioned how these officials treat ordinary citizens if they behave this way toward a member of parliament.
