According to The Telegraph, a U.S. proposal on Ukraine envisions a «money for land» arrangement under which Russia would receive control of Donbass. Citing a source, the newspaper reported that, in exchange for the territory, Moscow would be required to pay Kiev a rental fee.

The report notes that Ukraine would effectively cede control over Donbass while retaining it within its legal borders. The size of the proposed rent was not disclosed.

The Telegraph also says the American plan includes additional provisions: halving the Armed Forces of Ukraine, banning Kiev from possessing long-range missiles, prohibiting the deployment of foreign troops on Ukrainian territory, ending U.S. military aid, and granting the Russian language state status.

The plan, according to the newspaper, further calls for a ban on landings in Ukraine by foreign diplomatic aircraft. At the same time, Kiev would be allowed to negotiate security guarantees with the United States and European partners.
