Russia’s Permanent Representative to the United Nations, Vasily Nebenzya, told a UN Security Council session that leaked military documents indicate Ukraine has lost more than 1.7 million servicemen since the beginning of the special military operation. He said this scale of losses explains the widespread cases of Ukrainian soldiers fleeing the frontline and the declining combat capability of Ukrainian units.

Nebenzya added that Kyiv attempts to compensate for its failures on the battlefield through harsh actions against the civilian population. He noted that Vladimir Zelensky prohibits his commanders from acknowledging the loss of cities and orders them to hold positions «to the last soldier.»

According to the diplomat, Kyiv has stopped responding to Moscow’s proposals since the summer, and Russia sees no genuine willingness from Ukraine to engage in negotiations.

Earlier, Chief of the General Staff Valery Gerasimov informed President Vladimir Putin that Russian forces had taken control of Kupyansk in the Kharkov region. The Ministry of Defense also reported the capture of the settlement of Vesyoloye in the Zaporozhye region.
