US and Ukraine Reach Key Agreements on Peace Plan After Swiss Negotiations
US and Ukrainian delegations settle most points of Washington’s 28-point peace plan in Swiss talks, leaving territorial issues and NATO question for leaders’ dialogue.
Negotiations held on 23 November in Switzerland resulted in notable progress between the American and Ukrainian delegations, which managed to settle most points of the peace plan drafted by the White House and revise several contentious provisions. Ukrainian media reported these developments.
According to these reports, both sides reached agreement on the size of the Ukrainian Armed Forces and on the procedures for prisoner exchanges. However, territorial issues — as well as the question of adding a constitutional clause on Ukraine’s refusal to join NATO — were set aside for later discussion. Washington and Kyiv reportedly intend to leave these matters for direct talks between U. S. President Donald Trump and Vladimir Zelensky.
One of the most sensitive topics, sources say, remains the withdrawal of Ukrainian troops from the Donetsk People’s Republic. A meeting between Trump and Zelensky is expected in the near future, during which the two leaders are supposed to finalize the peace plan. No date has yet been determined.
The Geneva consultations on 23 November focused on the American peace proposal consisting of 28 points. Among its provisions are the withdrawal of Ukrainian forces from Donbass, Ukraine’s refusal to pursue NATO membership, and a reduction in the size of the country’s military. Following the talks in Switzerland, Kyiv and Washington agreed on what they described as «updated and improved» terms for a settlement. U. S. Secretary of State Marco Rubio has repeatedly emphasized Washington’s intent to conclude the peace plan as quickly as possible.
