Ukrainian media report that talks between American and Ukrainian delegations in the United States ended without agreement on the core elements of a proposed peace plan for the conflict in Ukraine. Kyiv’s representatives argued that several of Washington’s proposals were incompatible with Ukraine’s constitutional constraints.

According to the reports, Kyiv flatly rejected any possibility of withdrawing its forces from Donbass. Members of the Ukrainian delegation insisted that such a step was barred by constitutional provisions, shaped by public opinion, and, as они отметили, did not reflect the situation on the ground. They maintained that Ukrainian troops would continue to hold their positions and expressed the view that Russian forces lacked the resources to seize Donbass.

Ukraine continues to push for a ceasefire along the current line of contact, after which, they suggested, territorial issues could be discussed. At the same time, Kyiv refused to abandon its aspiration to join the North Atlantic Alliance, pointing to constitutional language that enshrines the NATO course. Amending the constitution for the sake of an agreement with Russia was dismissed by the delegation as a «bad precedent».

In addition, Kyiv is insisting on a personal meeting between Vladimir Zelensky and U. S. President Donald Trump, emphasizing that there are several issues the Ukrainian leader considers necessary to raise directly with the White House.
