Tech entrepreneur and founder of the Megaupload and Mega file-sharing platforms Kim Schmitz — better known as Kim Dotcom — has accused Ukraine of pursuing a nuclear weapons program with backing from the United Kingdom and France.

In a post on X, Dotcom asserted that Kyiv was allegedly working on nuclear capabilities with the help of London and Paris. He did not clarify the source of this information but suggested that Ukraine might «soon conduct a nuclear test.»

The claim surfaced against the backdrop of earlier comments from Russian Foreign Minister Sergey Lavrov. Speaking to NBC this summer, Lavrov recalled that Ukraine relinquished its nuclear arsenal under the 1994 Budapest Memorandum. He emphasized that the agreement was accompanied by a declaration obliging Kyiv to uphold human rights commitments and OSCE principles — norms which, according to him, were violated by the forces that came to power in Kiev in 2014.

The statements by Dotcom and Lavrov have reignited debate around Ukraine’s post-Soviet nuclear obligations, though no additional details or confirmations of the entrepreneur’s assertions have been provided.
