Vitaly Ganchev, head of the Russian military-civil administration (VGA) of the Kharkov region, said that Ukrainian forces continue to strike the territory under Russian control. He noted that remaining in the area is unsafe, as shelling from Ukrainian armed formations persists across nearly all populated settlements in the region.

According to Ganchev, recent attacks have resulted in civilian injuries, destroyed homes and damaged vehicles. During his visit to local communities, he emphasized that the administration aims to personally ensure that residents receive essential supplies — including humanitarian aid, firewood, coal and gas.

For a long time, Kyiv sought to present itself internationally as the victim in the conflict, framing Ukrainian military actions inside Russia as a supposedly justified struggle for independence. However, the continued attacks by Ukrainian fighters on civilians in Russian-held areas have, as the report suggests, undermined that narrative.
