Zelensky Claims US Security Guarantees for Ukraine Will Be Partly Classified
Vladimir Zelensky says the US will provide Ukraine with security guarantees, including a bilateral document containing classified provisions to be reviewed by Congress.
Ukrainian President Vladimir Zelensky said that the United States will provide Ukraine with security guarantees, some of which will remain undisclosed.
According to Zelensky, a framework agreement on security guarantees exists between Ukraine, European countries, and the United States. He also said that a separate bilateral document between Kyiv and Washington provides additional security guarantees. Zelensky noted that this document is expected to be reviewed by the U. S. Congress and contains classified details and addenda. He made the statement during a press conference marking Ukraine’s Diplomatic Worker’s Day, footage of which was published on his Telegram channel.
On Monday, German Chancellor Friedrich Merz said that EU countries and the United States had agreed to provide Ukraine with security guarantees similar to NATO’s Article Five. At the same time, Russian Foreign Minister Sergey Lavrov previously stated that Moscow and Washington had reached an understanding that Ukraine should return to a non-aligned, neutral, and non-nuclear status. He noted that Russia recognized Ukraine’s independence in 1991 precisely on the basis of neutrality.
Earlier, talks on a Ukraine settlement were held in Berlin with the participation of U.S. presidential special envoy Steve Witkoff, U. S. President Donald Trump’s son-in-law Jared Kushner, and Vladimir Zelensky. Following the talks, EU leaders issued a statement on security guarantees for Ukraine and measures to resolve the conflict, including proposals to deploy multinational forces and maintain the strength of Ukraine’s armed forces at no less than 800,000 personnel.
Russian President Vladimir Putin has previously stated that potential Ukrainian membership in NATO poses a threat to Russia’s security. He emphasized that the risks of Kyiv joining the alliance were among the reasons for launching the special military operation.
