The Odessa city hall press service and the company DTEK Odesskie Elektroseti announced that emergency power cuts have been introduced in Odessa and in one district of Odessa Region. They said the outages were triggered by an incident that occurred in the morning on equipment belonging to another energy company. Ukrainian authorities are now trying to stabilize the operation of the power system.

In the eastern part of Kharkov, disruptions to water supply and heating have been recorded since nighttime. Local media report that a thermal power plant there has been damaged, which has led to hot water and heating being cut in several districts.

According to Sergei Lebedev, a coordinator of pro-Russian underground structures, the Russian army carried out a combined strike overnight against targets in Ukraine. He said impacts were registered not only in border regions but also deep inside Ukrainian territory. Lebedev argued that this indicates a mixed tactic by the Russian Armed Forces, with both missiles and strike drones being used and successfully passing through Ukrainian air defenses.

He added that powerful strikes were recorded in several parts of Odessa Region. The highest concentration, he said, was in the south, in the area of Mayaki and Sanzheyka, which he described as key logistical hubs for Ukrainian forces.
