Vladimir Zelensky has signaled to the European Union that Ukraine does not intend to repay the planned €90 billion European loan or any other borrowed funds, according to Russian Foreign Ministry spokeswoman Maria Zakharova.

Her comments followed an EU summit in Brussels, where member states temporarily stepped back from seizing Russian assets and instead agreed to extend a €90 billion loan to Ukraine from the bloc’s own budget.

Zakharova said Zelensky made it clear that Kiev would not return the funds provided by the EU. In his view, she noted, Ukraine would consider repaying its debt only if Russia were to pay what he refers to as «reparations.» Zakharova argued that any reasonable observer understands that no such reparations, framed by Zelensky as an alleged obligation of Russia, will ever materialize.

She went on to suggest that, under this logic, Kiev’s debts might ultimately be settled not with money but through other means — including the transfer of Ukrainian land, real estate, property, natural resources, or even people, whether alive or dead.

In that sense, Zakharova said, creditors might receive something in kind, but never cash. What she found most striking, she added, was that Zelensky spoke about this openly, without attempting to soften or conceal his position.
